Following on the success of last year’s online course on International Cyber Diplomacy, Laws and Norms and with the support of the Swiss Ministry of Foreign Affairs, the Government of the Republic of Kenya and the ICT4Peace Academy in Geneva offered from 12 to 19 November 2021 a second online Level 2 Certificate Course with a goal to further enhance and support existing governmental efforts in building capacity in East African countries.
Building on the earlier course, taking into account recent developments in the ICT sector and responding to participant feedback/requests, the program went into more depth into the normative framework of responsible state behaviour as promulgated by the UN, as well as explored specific issue areas relevant to the EAC region and the African Continent.
The course’s objective was to further contribute to a better understanding of the controversies that dominate the current international dialogue on cybersecurity and will enable participants to engage meaningfully in regional and international discussions.
Target audience
Public officials of ministries with an interest to participate in the dialogue on international rules and norms of cybersecurity at the UN (e.g. UN Open Ended Working Group on Peace and Security in Cyberspace) and elsewhere, and who already have a basic understanding of the normative framework of responsible state behaviour in cyberspace such as those who have completed the first online certificate course in November 2020.
The course was directed by Anne-Marie Buzatu, Vice-President and COO of ICT4Peace and Dr. Przemek Rugoski was the lead lecturer. Ms. Eva Nthoki from the Kenya Mission to the UN in New York was co-organiser of the course.
