This session examines a central tension in military AI: the drive to access the most capable AI models, and the need to ensure their use remains consistent with ethics, accountability, and security.

Bringing together military, policy, and human rights perspectives, the discussion will explore whether ethical constraints are a liability or a strategic necessity, and what safeguards are needed to preserve human judgment, reduce escalation risks, and strengthen governance.”

“The cybersecurity landscape is increasingly influenced by the integration of artificial intelligence into cyber operations, affecting the scale, speed, and sophistication of cyber threats. These developments raise important questions about how existing voluntary cyber norms are understood, applied, and operationalised in practice to manage risk and support stability.

This session offers a focused assessment of cyber stability under current technological conditions, with particular attention to AI-enabled cybersecurity risks. It will examine how agreed cyber norms can continue to promote stability, predictability, and restraint, while identifying areas where further clarification, dialogue, or confidence-building measures may be required.

Through scenario-informed discussion, the session will consider the respective roles of states and other stakeholders in strengthening cooperative cybersecurity approaches and reinforcing shared understandings that contribute to a stable and secure cyberspace.”

3. Comprehensive Analyses of International Law, Norms, Rules and Principles of Responsible State Behavior

“This event is meant to highlight main aspects of International Law, Norms, Rules and Principles of Responsible State Behavior impacting the cyber domain. In an effort as a stakeholder of the UN Cyber OEWG (2021-2025). Third Eye Legal formulated a document to assist the process leading to a future mechanism which is now the UN Global Cyber Mechanism. Relevant scenarios will be shared that complement the document in an attempt to indicate the importance, relevance and urgency for States and stakeholders to uphold, promote and pursue a legal framework based on common understanding of International Law in the use of ICTs for peace and security.

“This presentation focuses on operationalizing International Law obligations and principles through the new Global Mechanism. It examines OEWG outcomes (Points of Contact Directory, Confidence Building Measures), identifies implementation gaps (accountability, compliance verification), and addresses critical unresolved questions about State compliance. The presentation argues that consensus is necessary but insufficient; the real test is whether the Global Mechanism can move from dialogue to demonstrable and effective implementation.”
