ICT4Paeec has been organising Cybersecurity Policy and Diplomacy Courses with South-East Asian and in particular CLMV countries since many years.
Allison Pytlak reports: “At The Stimson Center we often speak about the importance of putting our research to work and are proud of being a “think and do” tank. Last week, the Cyber Program put that philosophy into action by convening a regional capacity-building workshop in Bangkok for five Southeast Asian countries in partnership with ICT4peace Foundation and supported by Global Affairs Canada | Affaires mondiales Canada.
“Cyber Accountability: Navigating Norms and Legal Frameworks” wasn’t just theory—we used scenarios and case studies to unpack how international law and norms apply to cyber capabilities, attribution processes, responsible tech use, and to explore alternative understandings of cyber deterrence and accountability at national and regional levels. The workshop kicked off a forthcoming research report on Southeast Asian cyber accountability perspectives.
