The International Conference on Cyberstability in Moscow took place on 16 and 17 December 2019 at the Ministry of Foreign Affairs of the Russian Federation and was hosted by the Mr. Vladislav Sherstyk, President of the National Association for International Information Security (NAIIS) and International InformationSecurity Research Consortium (IISRS) and Mr. Armen Oganesyan, Editor in Chief, International Affairs Magazine, Ministry of Foreign Affairs of the Russian Federation. Mr. Oleg Khramov, Deputy Secretary of the Security Council of the Russian Federation and Ambassador Andrey Krutskikh, Special Representative of the President of the Russian Federation for International Cooperation on Information Security.
Russian participants included over 70 high-level representatives of the Government, Think Tanks, Business, Academia and Media. International participants included representatives of MIT, USA, SUNY University, USA, Center for Humanitarian Dialogue, Switzerland, The International Committee of the Red Cross (ICRC), Switzerland, Tokai University, Japan, Cyber Policy Institute, Estonia, and ICT4Peace, Switzerland.
The main topics of the Conference were: (1) The Issues of International Information Security System Formation; (2) Promising Directions for Collaborative Formation of the International Information Security; (3) Cyber Unstable Future Challenges: From Individual to State; (4) Digital Era Threats: How to understand the Data Value
Dr. Eneken Tikk (Director at the Cyber Policy Institute, Estonia and member of the International Advisory Board, ICT4Peace) and Dr. Daniel Stauffacher were invited to participate in the deliberations. Prof. Anatoly Streltsov, IISRS Board Member, Head of Department of the Information Security Institute of the Lomonosov Moscow State University and Dr. Eneken Tikk presented the research results of the study by the IISRS Consortium on: “Methodological Issues of Application of Provisions, Rules and Principles of Responsible State Behavior aimed at Securing Open, Safe, Stable, Accessible and Peaceful ICT Environment”.
Dr. Daniel Stauffacher also presented the recent two ICT4Peace Initiatives:
- “ICT4Peace Call to Governments regarding Offensive Cyber Operations and Critical Infrastructure”
- “Trust and Attribution in Cyberspace: An ICT4Peace proposal for an independent network of organisations engaging in attribution peer review”.
