On behalf of ICT4Peace Foundation, Dr Eneken Tikk attended the Geneva International Law Day, organised by the Swiss Federal Department of Foreign Affairs and was one of the panelists to discuss how international law can be applied to cyber attacks.
Dr. Tikk emphasized that scholarly approaches to international law have not been accepted by states. She explained the different interests that states have in the cyber domain and invited a discussion of international law and norms that would take distance from cyber operations and instead would focus on normalcy, cooperation and prevention of conflict. In this context she also reminded of the ICT4Peace supported first international Commentary on Norms of Responsible State Behaviour in Cyberspace.
She also explained that national cyber resilience would increase the cost of cyber attacks. Eneken called for a more detailed discussion of what can and should be done at national level and what could be effectively negotiated in the current political climate. Inter alia she
