ICT4Peace welcomes the Geneva Dialogue on Responsible Behaviour in Cyberspace, a new initiative of the Swiss Government in Geneva.

“The Geneva Dialogue on Responsible Behaviour in Cyberspace aims to map the roles and responsibilities of states, industry, and other key actors in contributing to greater security and stability in cyberspace in the context of international peace and security; identify good practises and possible gaps in existing efforts; and ideally put forward recommendations for overcoming such gaps. The dialogue aims to provide a platform in Geneva through which different stake-holders can engage in the discussions”.

Dr. Eneken Tikk, Dr. Serge Droz and Dr. Daniel Stauffacher from ICT4Peace were honoured to be invited to participate in the inaugural expert workshop on 1 and 2 November 2018 in Versoix, Switzerland.

The workshop was organised and chaired by Mr. Jon Fanzun, Swiss Ministry of Foreign Affairs Special Envoy for Cyber Foreign and Security Policy, supported by Ms. Laura Crespo and Ms. Qendresa Hoxha.

The workshop’s aim was to analyse the roles and responsibilities of three distinct, yet interrelated and interdependent constituencies in contributing to an open, secure, stable, accessible and peaceful cyberspace: States, Private Sector and Civil Society.

ICT4Peace experts have been working on the question of norms of responsible behaviour in cyberspace since 2007 and in 2011 published the paper Getting down to business: Realistic goals for the promotion of peace in cyber-space and launched a call for a code of conduct in cyberspace in the Neue Zürcher Zeitung (NZZ) in 2011.

Regarding the question of the Role and Responsibilities in Cyberspace of Civil Society ICT4Peace published this publication in 2014 on the Role of Civil Society in Cybersecurity Affairs.

Dr. Eneken Tikk presented and discussed inter alia  the first Global Commentary on  “Voluntary, Non-Binding Norms for Responsible State Behaviour in the Use of Information and Communications Technology” published by the United Nations in December 2017
