“This publication offers a comprehensive analysis of the current international governance landscape for information and communication technologies (ICTs), with a particular focus on key multilateral processes within the United Nations system. It serves as a concise introductory guide, equipping governments and stakeholders with the foundational insights necessary to understand and effectively engage in this complex and evolving field.

The publication examines three principal United Nations (UN) initiatives:

• The Open-Ended Working Group (OEWG) on the security of and in the use of ICTs,
• The World Summit on the Information Society (WSIS) process, and
• The emerging Global Digital Compact (GDC).

Together, these initiatives form the core of international efforts to address multilateral cybersecurity challenges and advance global digital governance, including areas such as digital development and the ethical use of digital technologies.

Within this context, the paper analyzes the challenges and opportunities presented by these frameworks, highlights the role of multistakeholder participation, and explores diverse approaches to fostering international cooperation on ICT-related issues.”
