Ambassador (ret) Paul Meyer, Senior Advisor of ICT4Peace in the workshop “Cybersecurity Challenges in the Government Sphere – Ethical, Legal and Technical Aspects” held in Bern September 5-6. The workshop was part of the EU wide CANVAS (“Constructing an Alliance for Value-Driven Cybersecurity”) project that considers cybersecurity through an ethical as well as a technical lens. The workshop brought together a diverse array of academics and practitioners who engaged in a lively discussion of key topics ranging from transparency reports and corporate responsibility to the abuse by some governments of cyber surveillance systems to the status of “hack backs” under international law and problems of forensic attribution. Of particular interest given ICT4Peace were presentations on the OSCE experience with cyber CBMs and export controls on cyber arms. “The Struggle for Cyber Peace: Norms of Responsible State Behaviour” was the title of Paul Meyer’s presentation and an edited version of his remarks can be found here.
