In cooperation with the Mission of Finland to the United Nations in New York, ICT4Peace is conducting a workshop on the question of practical implementation of the UN GGE recommendations on Responsible State Behaviour in Cyberspace on the national, regional and global level.

Speakers will include Finnish Ambassador Marja Lehto (Finnish GGE expert in 2016/2017 Group, and Dr. Eneken Tikk and Dr. Mika Kerttunen, ICT4Peace Advisors, and members of Estonian and Finnish Delegation to the GGE negotiations

Dr. Eneken Tikk and Dr. Mika Kerttunen will also present the first Commentary on the UN proposed Norms of Responsible State behaviour in Cyberspace published by UN ODA and prepared with the support of ICT4Peace.

“This publication contains a commentary on the voluntary, non-binding norms of responsible State behaviour from the 2015 report of the United Nations Group of Governmental Experts (GGE) on Developments in the Field of Information and Telecommunications in the Context of International Security. In an open call for comments, scholars, experts and enthusiasts were invited to submit recommendations, comments and guidance for understanding and interpreting the recommendations of the United Nations GGE. Many scholars and experts responded to this call and were involved in drafting this synthesis of views and perspectives.”

Dr. Eneken Tikk will also report on ICT4Peace’s Cybersecurity Policy and Diplomacy capacity building program. A description of the Program can be found here.

The workshop will take place on 29 October 2018 at the Mission of Finland to the UN in New York.
