The Ministry of Foreign Affairs of the Republic of Korea and the Cyber Law Centre at Korea University under the leadership of Prof. PARK Nohyoung organised a panel on “Prospects and Challenges of Developing International Cybersecurity Norms in the UN“ at the Jeju 2019 Peace Forum.

“As specified in the resolutions adopted in the 73rd session of the United Nations General Assembly last year, the Governmental Group of Experts (GGE) and the UN Open-Ended Working Group on Cybersecurity (OEWG) are set to be established in the UN. So the discussion on international cybersecurity norms has reached a significant turning point. The Jeju Forum brings together experts from Korea and elsewhere to discuss how the two aforementioned mechanisms can work together effectively and how Member States can contribute to the progress of the discussion on international cybersecurity norms, confidence-building measures and capacity building at the global, regional and country level”
The panel was moderated by PARK Nohyoung, the Speaker was Daniel Stauffacher of ICT4PEACE and the discussants were Jon BATEMAN, BANZAI Hiroyuki, YOO Joonko, and CHUNG Myung-Hyun.
Prof. Park invited Dr Daniel Stauffacher to give the introductory speech, in which he elaborated on the genesis of the UN GGE and the UN OEWG on Cybersecurity and their diplomatic and political dimension, and made recommendations on how to best manage diplomatically these two parallel UN processes on the same subject.
