Conversation with Peter Maurer, President of the International Committee of the Red Cross (ICRC) on the role of the Red Cross in creating a safe cyber space during Cyber Polygon 2021. He describes the impact that Digitalisation has on victims of armed conflicts and armed conflicts in general and the challenges it poses to the application of the International Humanitarian Law (IHL) and norms of responsible state behaviour to the cyberspace.
