ICT4Peace was again invited by the Government of Singapore and its Cyber Security Agency of Singapore (CSA) to co-organise the 2nd ASEAN Cyber Norms Workshop on 26 and 27 June 2018 in Singapore under the auspices of Singapore’s ASEAN Cyber Capacity Programme.

This workshop took place a few weeks after a groundbreaking statement by Heads of State/Government of ASEAN Member States, gathered in Singapore for the 32nd ASEAN Summit on 28 April 2018 in which inter alia the leaders asked the Ministers of ASEAN Members States, “to identify a concrete list of voluntary, practical norms of State behaviour in cyberspace that ASEAN can work towards adopting and implementing, and to strengthen cooperation on personal data protection in cyberspace”.

The Agenda of the workshop 26 and 27 June can be found here. The main objectives of the workshop were to:

  • Provide an update on international cyber/information security policy, the outcomes of the 2016/2017 UN GGE, new initiatives and next steps in the international cybersecurity dialogue;
  • Consider recommendations of the 2015 GGE norms, a proposed UN GGE-OSCE Roadmap for International Cybersecurity and introduce the recently published UNODA Norms Commentary, prepared with the support of ICT4Peace;
  • Discuss the status of application of international law in the context of state use of ICTs: selected issues (due diligence, sovereignty, state responsibility, evidence);
  • Consider possible implications for ASEAN: GDPR and NIS Directive;
  • Carry out a table top exercise on applying and developing national strategy and legislation in the context of state uses of ICTs (focus on the implementation of the UN GGE guidance at national level;
  • Updates on national cybersecurity strategies: a normative reading.
